Dr. Haris Alibašić is an Associate Professor and former Public Administration Program Coordinator at the University of West Florida. He brings 28 years of expertise in public sector leadership, strategic planning, and governance, including service with NATO, the United Nations Mission, and the Office of High Representative in Bosnia and Herzegovina. In Grand Rapids, Michigan's second-largest city, he served as Legislative and Strategic Planning Director under three mayors, leading organizational development and strategic initiatives.
His expertise spans public sector strategic management, cybersecurity planning, and artificial intelligence ethics. Recently, he developed and taught Florida's Cybersecurity Incident Response and Resilience Planning program for public sector executives, focusing on emerging cyber threats and implementing the Florida Cybersecurity Act. In 2022, as a Fulbright Project Specialist, he advised the Republic of Kosovo's Prime Minister's Office on strategic planning and national development strategy.
Dr. Alibašić has over 18 years of teaching experience across multiple institutions, including Grand Valley State University, Central Michigan University, and Davenport University. At UWF, he teaches doctoral and graduate-level public service ethics, strategic management, political economy, and leadership courses. His research focuses on AI ethics, cybersecurity governance, and strategic planning, with over 58 publications, including three books, 31 peer-reviewed articles, and 14 book chapters in leading journals.
His institutional service includes roles as a Faculty Senator (2022-2024), University Research Council Member (2021-2024), and Whitman Faculty Fellow. He actively serves the local community through advisory positions with Gulf Breeze Middle School, Santa Rosa Online, and the City of Pensacola. His professional engagement extends to editorial roles in academic journals and executive committee membership in the ASPA Section on Ethics and Integrity in Governance.
Beyond academia, Dr. Alibašić creates electronic dance music under the artist HAR!S, producing deep house, techno, and ambient music on major streaming platforms.

Through resilience theory, this paper explores the integration and alignment of the United Nations sustainable development goals (SDGs) within Kosovo's National Development Strategy (NDS). It highlights how adaptability and strategic planning underpin sustainable development in emerging national contexts like Kosovo, offering a qualitative analysis to identify gaps and suggest improvements for SDG integration. Utilizing a qualitative analysis, this study identifies gaps and provides recommendations for better SDG integration within Kosovo's national development agenda. Data analysis involves the thematic coding of qualitative data and synthesis of case study findings by examining existing documents, strategies, and plans as manifestations of Kosovo's commitment to fostering resilience and achieving a sustainable future. Key insights include recommendations for enhancing governance, environmental protection mechanisms, and social inclusivity to achieve resilient and sustainable economic growth. The study contributes to the discourse on resilience theory in national sustainable development strategies amidst political uncertainty.

Organizations are perpetually challenged to adapt and evolve in the increasingly complex and unpredictable public service landscape. Using two international case studies from Australia and New Zealand, this research examines the critical role of adaptive leadership in fostering resilience within public service entities, focusing on the integral role of ethics in disaster response. The research is grounded in the theory of adaptive leadership, which posits that contemporary organizational challenges require leadership to encourage adaptation and learning. The study explores how adaptive leadership, intertwined with ethical practices, contributes to creating resilient public service organizations capable of withstanding and evolving through crises, constant changes, and adversities. Through a detailed examination of the case studies affecting the general public and ethical considerations, the research unravels the intricacies of public administrators’ ethical dilemmas, concluding with reflections on the implications for public service ethics, integrity, and public trust. The study not only elucidates the symbiotic relationship between adaptive leadership and ethics in fostering organizational resilience but also charts a course for future policy formulation and leadership training programs, underscoring the indispensable role of ethical governance in navigating crises.

The rise in artificial intelligence (AI) and machine learning (ML) in cryptocurrency trading has precipitated complex ethical considerations, demanding a thorough exploration of responsible regulatory approaches. This research expands upon this need by employing a consequentialist theoretical framework, emphasizing the outcomes of AI and ML’s deployment within the sector and its effects on stakeholders. Drawing on critical case studies, such as SBF and FTX, and conducting an extensive review of relevant literature, this study explores the ethical implications of AI and ML in the context of cryptocurrency trading. It investigates the necessity for novel regulatory methods that address the unique characteristics of digital assets alongside existing legalities, such as those about fraud and insider trading. The author proposes a typology framework for AI and ML trading by comparing consequentialism to other ethical theories applicable to AI and ML use in cryptocurrency trading. By applying a consequentialist lens, this study underscores the significance of balancing AI and ML’s transformative potential with ethical considerations to ensure market integrity, investor protection, and overall well-being in cryptocurrency trading.
