National and Regional Environmental Governance: The Philippines Experience with ASEAN

Abstract
This chapter focuses on the interplay of regional and national priorities in environmental governance. We seek to understand: how have ASEAN and the Philippines approached environment protection over time, and what do their approaches tell us about the nature of regional and national policy initiatives and interactions in this critical area of the world? We begin with reviews of the historical context of ASEAN and the Philippines, specifically focusing on environment protection. Comparison of regional and national policy evolution illustrates technical policy learning in a complex setting, and the intricacy that can inform regional-national exchanges in a developing nation group
