Abstract
Hernon and Dugan offer a critique of the "Depository Library Public Service Guidelines for Government Information in Electronic Formats." Silent throughout the "Guidelines" is the role and voice of customers in shaping expectations and of libraries in deciding on which expectations they want to (and can) meet.
