Abstract

In the 1920's the average American citizen thought of aviation as a daredevil sport; however, some farsighted individuals had already recognized the potential of the airplane. Congress in 1925 passed the Kelly Act for transportation of mail by commercial aircraft. Government subsidies and private capital investment were laying the financial foundations for the aviation industry. Harold Bartley Grow was very much a part of his era. A World War I naval aviator, he participated in many experiments and studies to test aircraft and study its military uses during the early twenties. When the Bureau of Naval Aviation was established in 1922, Grow was selected to help organize the department. In 1924 Grow was sent to Peru to join the United States naval mission already there. Assigned the responsibility for establishing an aviation training program for the Peruvian navy, he accomplished this task within two years and remained in Peru to establish domestic and international flights, as well as an army aviation program.
