Abstract
Interpreting submerged cultural resources requires a balance between public engagement and preservation. This study presents a framework for developing underwater heritage trails through a case study in Dry Tortugas National Park (DRTO). By examining 17 established maritime heritage trails across the United States and Australia, key site-selection criteria such as depth, recordation quality, artifact density, and interpretive potential were identified and then applied to 84 cultural resources within DRTO. Seven sites within DRTO met inclusion criteria for a proposed trail focused on the construction and daily life at Fort Jefferson, with additional sites considered for future expansion. This research integrates interpretation theory with resource management and site selection for public interpretation, while addressing challenges such as compliance, visitor safety, and logistical constraints. Findings underscore the importance of standardized evaluation, robust documentation, and a holistic approach adaptable to specific locations, cultural contexts, and other challenges worldwide. This work aims to develop a repeatable methodology and practical guide for heritage managers, land managers, interest groups, and the public, enabling informed decisions on site inclusion and trail development. By promoting access and education, underwater heritage trails advance preservation goals through strengthening public connections to maritime history and supporting sustainable cultural resource tourism.
