Abstract

Planned relocation is the process in which communities are moved away from their homes, settled in new locations, and provided with the conditions for rebuilding their lives. This mitigation process is taken in response to the increasing impacts related to the disasters brought on by climate change. The process of planned relocation presents challenges to human rights and the principles of human dignity as relocation comes with the loss of land, livelihoods, and social support networks. Donut economics (Raworth 2012) is an economic theory that proposes a change in the economic model as a way to ensure that society does not overshoot the pressures extended on the planetary boundaries while making sure no one falls short of the essentials needed for survival. Considering the social foundation of donut economics might be a means to mitigate the negative impacts of the planned relocation process. In light of the pressures of planned relocation and the possibilities that donut economics offer, I sought to identify best practices in the context of donut economics as a way to suggest actions to strengthen the social foundations of the communities being relocated. I did so using case studies of planned relocation and coded these cases using MAXQDA to analyze them against the social foundations of donut economics. The purpose of this research is to ensure that as planned relocation becomes more commonplace as a last resort for communities, relocation can occur in a humane and fair way. By placing planned relocation within the frame of the social foundation of donut economics, this study offers both a diagnostic tool and a practical guide for more equitable, comprehensive planned relocation strategies and demonstrates that climate change-induced planned relocation must be treated as a social process, with even attention given to all pillars of the donut economics social foundation.
