Performing Arts Career and Technical Education Program Evaluation: A Dissertation in Practice

Abstract
This dissertation in practice evaluated how well the program goals of the Institute of Performing Arts (IPA), a career and technical education program, prepared students for college and careers. I used IPA as a pseudonym to anonymize the school. Using Guskey’s (2016) program evaluation model and SWOT analysis, the inductive analysis revealed that the program provided valuable educational opportunities and a community for developing skills, though enhancements were needed. Recommendations center on addressing organizational disconnects, strengthening curriculum, tapping stakeholder feedback, and collecting student outcome data to celebrate successes and guide improvements. This program evaluation contributes insights to advanced practices and policies for career and technical education focused on college and career readiness. The comprehensive analysis of the transcripts uncovered critical themes related to program strengths and weaknesses. The findings indicated that the strengths of the IPA included preparing students with a 21st-century education, providing students with college and career readiness skills, and fostering community. In contrast, findings indicated that weaknesses of the IPA included the organizational system, the program’s infancy, and flaws in the curriculum. The comprehensive analysis of the transcripts uncovered critical themes related to opportunities and threats facing the program. The analysis revealed that the IPA provided students with an opportunity to focus on an education geared toward the performing arts, an opportunity to build a community with like-minded individuals, and an opportunity to make informed decisions through the measurement of student outcomes, whereas the COVID-19 global pandemic and an underappreciated career pathway were threats identified during the inductive analysis.
