Factors influencing Webmasters and the Level of Web Accessibility and Section 508 Compliance At Sacs Accredited Postsecondary institutions

Abstract
The purpose of this research was to explore Webmasters' behaviors and factors that influence Web accessibility at postsecondary institutions. Postsecondary institutions that were accredited by the Southern Association of Colleges and Schools were used as the population. The study was based on the theory of planned behavior, and Webmasters' attitude, subjective norms, and perceived behavioral control were investigated. Four research questions were used to explore the presence of Web accessibility policy at the postsecondary institution: Webmaster communication with end-users, Webmaster involvement in high-level decision making, and Webmaster knowledge and training on Web accessibility guidelines. The levels of Web accessibility of the home pages of the Postsecondary institution were checked using AChecker™ for compliance with WCAG 2.0 and Section 508 of the Rehabilitation Act guidelines. The study was conducted using survey research design. It appears there is an apparent association between the subjective norms construct identified by survey questions related to Webmaster communication with end-users and Webmaster involvement in decision making and the level of Web accessibility. There seems to be no association between the attitude construct, identified by presence of policy, and the perceived behavioral control construct, identified by survey questions related to Webmaster knowledge on Web accessibility, and the level of Web accessibility.
