Abstract
Florida's Test-Based Promotion Policy has been in law for over two decades for the purpose of increasing students’ reading abilities (Florida Department of Education, 2021e). The law states any third-grade student who does not achieve a Level 2 or higher on the Florida Standards Assessment- English Language Arts (FSA-ELA) section will be mandatorily retained in the third grade (Florida Department of Education, 2021e). The problem examined in this study was how many of the mandatorily retained third graders met requirements to qualify for graduation, and what was the socio-economic status, gender, and race of those students. The methodology for the study was a quantitative longitudinal design based on the statistical data analysis utilized to collect and analyze years of administrations of the state standardized assessments. The research site and sample were selected based on access to the data within a school district in Florida. The theoretical framework for the study was formulated within Bourdieu’s (1977) social and cultural reproduction theory. The 10th-grade students’ FSA-ELA scores, socio-economic status, race, and gender were analyzed using a multiple regression model and contingency table analysis. Study results found a significant association between race and the 10th-grade performance on the FSA- ELA of the mandatorily retained students. Out of the 252 students within the study sample, 239 students did not pass the 10th-grade FSA-ELA to meet graduation requirements. Future research suggests replicating the study with a significantly larger sample size to determine if the results are comparable on a grander scale.
