Abstract
An instructional overlay is full instruction for all kinds of learning and is overlaid onto another main learner-centered learning process. For optimal support, the instructional overlay stresses providing just-in-time support for those in the process of learning. This study explored ways to provide personalized instructional overlay with the appropriate media at the appropriate time and the appropriate classroom culture in the collaborative project-based learning (PBL). Using a formative research method, this research developed a series of guidelines.
